Stephanie has helped applicants secure provisional and final licensure in both the supply and retail tiers. She reviews, negotiates, and drafts agreements relating to corporate transactions, real estate, management services, brand licensing, entity formation, among other areas to ensure compliance. She has navigated complex issues under the statutory and regulatory frameworks, including those related to true parties of interest, branding, and public convenience and advantage. She works with government agencies, community boards, and other ancillary providers such as consultants, accountants, and insurance providers to deliver comprehensive counsel and practical advice.

Stephanie is a member of the New York State Bar Association Cannabis Law Section, the New York City Bar Association Cannabis, Drugs and the Law Committee, and the Cannabis Chamber of Commerce Tri State Group. She graduated from Villanova University in 2018 and St. John’s University School of Law in 2022. During her time at St. John’s, Stephanie was a member of the Moot Court Honor Society and became the Managing Editor of the New York International Law Review, where she was published in the fall of 2021. As a graduate, she participated in the St. John’s University School of Law Cannabis Law Society panel in the fall of 2023, as well as the Multilingual Legal Advocates panel in the spring of 2024.

Stephanie is from Puerto Rico and fluent in Spanish and English. She enjoys cooking and being in nature with animals, a love that pushed her to become the Paso Fino Horseback-riding World Sub-Champion in 2012 and World Champion in 2016.

Claire has been a long-time advocate for cannabis law reform, having served in leadership roles within several groups at the forefront of shaping policy in the emerging cannabis industry including the NYC and Hudson Valley Cannabis Industry Associations, the Home Cultivation Association of New York, and the Cannabis Law Committee of the Westchester County Bar Association, and is an active member of the New York State and New York City Bar Associations. 

Claire works diligently to stay current with the ever-evolving changes in federal and state cannabis law and strives to be a resource for her clients, advising them on a national and international scale. As a result, she is very familiar with the unique challenges and obstacles faced by businesses operating in the cannabis space and is adept at navigating the complex intersections of business law, regulatory compliance, and public policy.
